Ride-through Joins the Queue as a Hard Gate

NERC puts a near-4 GW July Virginia load drop on the record as Ofgem’s Curate clock hits tomorrow and Seoul debates AIDC land-grab rules.

Today’s Signals

  • NERC Nearly 4 GW CILR — September Reliability Insights: July Virginia customer-initiated load reduction still under analysis; April mitigations cut a similar corridor to ~500 MW vs ~1,500 MW in July 2024.
  • Ofgem Curate Closes Sep 16 — Proposed GBP 237.5k-712.5k per MW Data Centre Commitment Fees (consultation, not a final rule).
  • Anthropic Adjusted Profit — Sources (FT/Reuters): second straight quarter of adjusted operating profit messaging; Q2 revenue $11.5B; ARR $65B end-July — people-familiar, not a prospectus.
  • TSMC Still Short Late Q3 — DIGITIMES: 3nm / 2nm / CoWoS remained tight as AWS, MediaTek, and TPU-related orders reshuffled capacity.
  • Korea AIDC Draft — ETNews: assessment exemptions without a start-work deadline after recognition; DCs were 93% of a KEPCO grid-assessment window.

The Big Story

Getting a queue position is no longer the only gate. Keeping the load on the wire during a routine fault is becoming one too. NERC’s September Reliability Insights on large computational loads walks a familiar failure mode: normally cleared fault, voltage dips, data centers transfer to backup, and the bulk system suddenly loses concentrated demand. Collaboration on protection settings helped one Virginia corridor cut sustained loss from about 1,500 MW in July 2024 to about 500 MW on April 18, 2026. Then July 2026 produced a nearly 4 GW customer-initiated load reduction in Virginia — still under analysis. Industry commentary on a July 22 Northern Virginia fault cites roughly 3,100 MW vanishing in seconds; treat those as the same event family until NERC’s final review. FERC has told NERC to finish registry criteria and foundational Reliability Standards for computational loads by year-end 2026. Peers price speculative positions the same week: Ofgem Curate closes tomorrow, Seoul debates AIDC land-grab rules, Singapore tables licensing. Queues, fees, and ride-through converge into one checklist.

AI

Chip scarcity remains a near-term rationing story. DIGITIMES reports TSMC’s 3nm, 2nm, and CoWoS packaging stayed short through late third quarter as AWS, MediaTek, and TPU-related demand forced advanced capacity reallocation. Treat wafer-start roadmaps as reports until IR confirms. On demand, Anthropic’s private-market messaging shifted from offtake ceilings to adjusted profitability. FT reporting via Reuters and Irish Times says the company told shareholders adjusted operating income was positive in Q2 and is expected positive again this quarter — stripping stock-based compensation and similar items. Q2 revenue of $11.5 billion and a $65 billion annualised run-rate at end-July are the wrap figures. Separately, Ooredoo-backed Zankore closed an up-to-$3.1 billion senior term loan for Nvidia GPU cloud capacity in Southeast Asia. Adjusted profit claims are sources-familiar; Zankore is announced debt.

Money

Closed instruments still beat anonymous offtake — even as ride-through and fee clocks harden the underwriting screen. Cornelis raised $205 million (IAG Capital led) for an open Active Compute Fabric aimed at cutting GPU idle-wait — product already shipping. HSCALE, the Bain-Aquila European platform, announced a more-than-$1 billion Spain campus contract with a major US cloud provider that remains unnamed; first ready-for-service framed for 2027. Zankore’s up-to-$3.1 billion Nvidia-linked senior term loan is the clearest SEA debt print this window (initial 100 MW; longer ~1 GW factory target in launch messaging). Watching, not leading: NEXTDC’s A$1.1 billion convertible settlement still expected around Sep 17; Vantage’s $2 billion North America development revolver closed yesterday. Capital keeps clearing — for projects that can survive both fee clocks and performance gates.

Power

Performance at the meter now shares the page with bring-your-own-power. NERC’s CILR file is the hard signal. ONE Nuclear’s Louisiana trilogy adds planning-level co-location: Cayman at 2.88 GW gas plus storage with possible co-located halls (site-control LOI; no nuclear in the current Cayman plan), Barracuda around 1.2 GW gas / 300 MW batteries / up to about 1 GW IT, and Amberjack targeting up to 1 GW of SMRs still in evaluation — not NRC approval, not FID. As a carry, Google’s >=EUR 13 billion Finland package and Fortum’s 22-year Loviisa nuclear PPA (up to 50% of plant capacity in 2030-2049) remain the cleanest closed nuclear offtake peer this fortnight. Planned GW stacks matter; energized load that stays connected through a fault matters more to the next standard.

Government Power

Three clocks, three continents — and they rhyme with NERC’s ride-through file. Ofgem Curate closes Sep 16 (proposed commitment fees and evidence milestones; still a consultation). NERC/FERC registry and foundational computational-load standards are due by end-2026. Korea’s AIDC enforcement draft is being argued over whether recognition without a start-work deadline recreates land-grab dynamics — against a KEPCO window where data centers were 93% of grid-impact applications (62.8 GW of 67.4 GW, Aug 2024-Jun 2025). Singapore’s Digital Infrastructure Bill (First Reading Sep 8) would license >=3 MW facilities and major >=10 MW / large cloud providers — a bill, not law yet. PJM’s pending Reliability Backstop and IRAS filings remain proposals on the Sep 29 / Oct 12 clocks carried from yesterday.

AMP Bottom Line

The scarce asset is no longer only a queue ticket or a closed revolver — it is load that stays connected through a routine fault and capital that survives a fee clock. NERC’s near-4 GW Virginia note, Ofgem’s Sep 16 close, and Korea’s AIDC land-grab debate are the same story in three jurisdictions. Chip relief is still multi-quarter; Anthropic’s adjusted-profit messaging is private-market color, not a prospectus. Winners match firm electrons, ride-through behavior, and named capital to scheduled IT load.
