Closed Capital Catches Contracted Megawatts

A $2B development facility closes the same week Ofgem’s pay-to-stay window shuts — lenders clearing shells while regulators put cash clocks on speculative queues.

Today’s Signals

  • Vantage $2B Closed — Five-year revolving North America development facility (company PR Sep 14; not the unnamed Pimco/PGIM loan talks).
  • TSMC Capacity Reports — 2nm toward ~110k wpm and 3nm toward ~210k by mid-2027; CoWoS toward ~260k by end-2028 (supply-chain reporting, not IR-confirmed).
  • Ofgem Curate Closes Sep 16 — Proposed GBP 237.5k-712.5k per MW Data Centre Commitment Fees (consultation, not a final rule).
  • Aligned 2 GW Shippingport — Groundbreaking on onsite-gas BYOP campus with planned excess export to PJM.
  • NEXTDC A$1.1B Convert — Subordinated notes due 2031; settlement expected on/around Sep 17.

The Big Story

The day’s real signal is not another campus render — it is closed money for pre-energized shells beside a regulator cash clock. Vantage announced it has closed a $2 billion five-year revolving development facility for North America, with extension options and an initial collateral pool of three development assets. Evercore and Wells Fargo Securities led; participants are described as a dozen insurance and other institutional lenders. The company cites more than $40 billion of capital closed year-to-date. Secondary reporting on Sep 10 had framed Vantage as seeking roughly $2 billion from Pimco and PGIM — that was talks. Today’s company PR confirms a closed $2B development tool and does not name those managers. Treat the facility as closed; do not assert the soundings closed unless named in a primary release. Peers fund capacity without waiting on the grid: NEXTDC’s A$1.1B convertibles still settle this week, DigitalOcean’s $725M equipment facility is closed, and CPP/Equinix completed atNorth. Ofgem’s Curate consultation closes Sep 16. Lenders clear shells; regulators price queue seats.

Chip supply remains the multi-quarter constraint under every offtake stack. Seoul Economic Daily and TrendForce report customer-facing TSMC targets: 2nm monthly capacity from roughly 90k wafers at end-2026 toward about 110k by mid-2027 (~22%), and 3nm from more than about 180k toward about 210k (~16%). CoWoS is cited toward about 130k wpm end-2026 and about 260k by end-2028. Capex guidance of $60-64 billion for 2026 is the IR-side anchor; exact wafer-start targets are supply-chain reports, not formal TSMC IR confirmation. On demand, free wraps of a The Information tally put Anthropic’s disclosed and reported compute deals since October 2025 at roughly 14.8 GW and an upper-bound lifetime spend near $517 billion — an aggregate ceiling, not cash spent. Closed development credit funds halls; chip relief still arrives in quarters.

Money

Closed, launched, and talks are different products — and today finally separates them. Vantage’s $2B revolver is closed. CPP Investments and Equinix completed the atNorth acquisition at a $4 billion enterprise value plus a separate $4.1 billion financing package. DigitalOcean closed a $725 million MUFG equipment-finance facility for GPU/CPU gear, with a $300 million accordion to $1.025 billion subject to commitments. NEXTDC launched A$1.1 billion (~$796M) of subordinated convertibles due 2031; settlement expected on/around Sep 17 against FY27 capex guidance of A$5.25-5.75 billion. Digital Realty and Ronesans formed a Turkiye JV for an Ankara campus designed for more than 22 MW of IT capacity (COD 2028) — ownership and capital splits undisclosed. Private credit, pension equity, equipment leases, and subordinated converts are clearing while queue-fee regimes raise pre-FID cash.

Power

Bring-your-own-power is moving from slogan to groundbreaking — the physical answer to the scarcity lenders are underwriting. Aligned’s Project Phoenix in Shippingport, Pennsylvania, targets 2 GW across three facilities on dedicated onsite natural-gas generation at a former coal site, with excess expected to flow back to PJM. NRG’s proposed 1.2 GW Texas gas project is conditionally named Studied Load in ERCOT’s Batch Zero process — conditional inclusion, not energization, and hyperscaler offtake not confirmed closed. PJM’s pending IRAS / Large Load Registry and Reliability Backstop filings still sit at FERC — proposals, not approved rules. Closed capital only converts if electrons and interconnection rules clear on the same calendar.

Government Power

Queue curation is a global cash gate this fortnight. Ofgem’s Curate package closes Sep 16: proposed Data Centre Commitment Fees of GBP 237,500-712,500 per MW plus void milestones — consultation, decisions later in 2026. PJM seeks FERC approval for Reliability Backstop Procurement by Sep 29, procurement from Sep 30, and IRAS effective target Oct 12 — all pending, targeting 6,831.3 MW UCAP. Reuters sources say the UAE is revising its 5 GW AI campus blueprint toward dispersed, hardened sites; Stargate UAE’s first phase ($30B / 1 GW; first 200 MW due this year) continues with modifications — sources-familiar, not published masterplan. Australia’s national AI data-centre framework and NSW consultations ride in NEXTDC’s risk disclosures; its 565 MW Forward Order Book is unaffected so far.

AMP Bottom Line

Closed capital is catching contracted megawatts — but only for projects that can show executable power and rules. Vantage’s $2B development facility funds pre-energized shells; Ofgem’s Sep 16 clock and PJM’s FERC ask put a price on speculative positions. Chip relief is multi-quarter; Anthropic-scale offtake is an upper-bound aggregate, not cash. The winners convert closed instruments and firm power into scheduled electrons without tripping queue fees along the way.
