BYOP Goes Nuclear: Google’s Finland Package Fuses AI CapEx With Firm Power

Google put at least EUR13 billion on Finland with a 22-year Fortum nuclear PPA for up to half of Loviisa – while Zankore, atNorth, and Amazon’s Texas gas stack show the same power-first collision on three continents.

Today’s Signals

  • Google Finland – At least EUR13B (~$15.1B) for 2027-2028 AI infrastructure across Hamina, Kajaani, Muhos, and Vaala; Alphabet’s largest single European investment.
  • Fortum Nuclear PPA – 22-year offtake for up to 50% of Loviisa (ramp 2028; full 2030-2049), bankrolling life-extension CapEx still mostly pending FID.
  • Zankore Credit – Ooredoo-backed platform signs up-to-$3.1B senior term loan for SEA Nvidia AI cloud; building initial ~100 MW toward ~1 GW ambition.
  • atNorth Close – CPP Investments and Equinix complete ~$4B Nordic AI colo acquisition.
  • Fervo Geothermal – Google signs 396 MW enhanced-geothermal PPA at Utah Cape Station, with an option path toward roughly 1 GW (not a signed 1 GW PPA).

The Big Story

Google put at least EUR13 billion (~$15.1 billion) on Finland – Alphabet’s largest single European investment, slated for 2027-2028 across Hamina, Kajaani, Muhos, and Vaala. The package wraps digital infrastructure with energy commitments, not just DC shells. At the center: a 22-year nuclear PPA with Fortum for up to 50% of Loviisa – ramp in 2028, full share 2030-2049 – long enough to underwrite life-extension so the plant does not go dark after 2030. Loviisa employs about 580 people and supplies roughly 10% of Finland’s electricity. Fortum’s ~EUR1 billion life-extension programme still has about EUR700 million / ~80% of projects pending FID; Google’s offtake makes those decisions bankable. Google also backs 629 MW of new onshore wind, a 94 MW battery near Kajaani, and northern siting with Fingrid. Ruth Porat’s frame – BYOP – is the operating system; Fortum jumped about 15.5%. Same collision in Google’s U.S. book: Fervo’s 396 MW enhanced-geothermal PPA at Utah Cape Station, with an option path toward roughly 1 GW.

AI

Finland is the clearest hyperscaler capacity ticket this window: northern campuses wrapped around firm Nordic electrons, not a lease on someone else’s shell. Same collision elsewhere: CPP Investments and Equinix closed a roughly $4 billion acquisition of atNorth – Nordic AI colo money following cold, clean, grid-friendly geography. In Southeast Asia, Ooredoo-backed Zankore locked an up-to-$3.1 billion senior term loan (signed, not fully drawn) for an Nvidia-linked AI cloud – building an initial ~100 MW toward ~200 MW in H1 2027 and a ~1 GW ambition. Power scarcity – not just GPU scarcity – now sets where AI capacity lands.

Money

At least EUR13B over two years is CapEx with sovereign scale. For Fortum, the PPA is the money story: long-dated revenue for a life-extension programme whose remaining CapEx is still mostly pending FID, plus an expected ~1.4 ppt lift to Group comparable RONA once half the plant is contracted. That is a balance-sheet instrument, not a press MoU. Capital votes the same thesis elsewhere: Zankore’s up-to-$3.1B facility is SEA’s credit signal; Equinix-CPP’s atNorth close puts pension money into Nordic capacity. On generation, NRG has lined up principal commercial terms on a ~$3.2B / 1.2 GW Texas CCGT for an unnamed hyperscaler (late-2029 target; deal not closed – FID, land, and approvals still open).

Power

BYOP is the operating system: nuclear plus wind plus battery in Finland; enhanced geothermal in Utah; behind-the-meter gas in Texas when firmness beats optics. Amazon’s GW Ranch – an ~8,000-acre AI campus – is exploring behind-the-meter gas with a path to front-of-the-meter; TCEQ materials point at roughly 5 GW of simple-cycle stack. Exploring is not committed FTM. Global Energy Monitor puts a number on the U.S. gas race: proposals tied to data centers nearly doubled in six months to about 189 GW – early-stage pipeline with high attrition, not an under-construction fleet. ERCOT is targeting a Dec 10 audit filing; Batch Zero will miss the April 9, 2027 date with no new date set.

Government Power

Regulators are chasing the load spike. PJM’s Interim Resource Adequacy Service, Large Load Registry, and Reliability Backstop try to see demand – and who brings capacity – before the lights flicker. FERC’s Section 206 large-load show-cause to six RTOs asks who pays, who waits, and who gets curtailed first; reply clocks have stretched toward about Nov 16 after abeyance in several regions. On the Hill, the Ratepayer Protection Act (H.R. 9340) cleared committee 52-0; it would push a PURPA consider standard for large-load cost recovery and financial assurances (>=100 MW) – not a signed federal mandate, and still no floor vote as of this Brief. Ratepayer politics is converging on one sentence: hyperscale does not get to socialize scarcity.

AMP Bottom Line

Google’s Finland package is the clearest proof yet that AI CapEx and power CapEx have fused – and the week’s tape (Zankore, atNorth, Amazon gas) says the fusion is global. Winners will not just buy GPUs. They will secure decades of firm electrons, pick grids that can take the load, and write contracts long enough that utilities can actually invest. BYOP is not a slogan. It is the cost of doing business.

What AMP2 is watching next

  • Fortum follow-through on remaining Loviisa CapEx FIDs, and whether the Google MoU on new nuclear/flexibility becomes a real second-reactor path (still exploratory).
  • PJM Reliability Backstop / IRAS implementation and FERC show-cause replies (~Nov 16 path in some regions).
  • ERCOT's targeted Dec 10 audit filing and Batch Zero reschedule; Amazon's BTM vs FTM path at GW Ranch.
  • Whether H.R. 9340 gets a House floor path before winter peak.
  • Zankore first ~100 MW COD path and facility drawdown; atNorth integration under Equinix-CPP.
  • Whether other hyperscalers match multi-decade nuclear/geothermal offtake vs gas-bridge capacity (NRG terms, GEM's early-stage 189 GW pipeline).
