Meta Locks Firmus Southeast Asia AI Factory Capacity as Neocloud Offtake Crowds Asia-Pacific

Meta signs strategic agreements to lease GPU compute at Firmus AI factories across Southeast Asia on NVIDIA’s full-stack DSX platform — expanding an existing Melbourne GB300 relationship — as Bitdeer pre-sells more than 70 percent of a 21.7 megawatt Johor site into more than $1.7 billion of expected five-year revenue, Hyundai Engineering wins a roughly 870 billion won Gunsan Vera Rubin campus, and Amazon conditionally banks Sepang land for Malaysian data processing.

Today’s Signals

  • Meta x Firmus SEA – Sep 29; GPU capacity at Firmus AI factories on NVIDIA DSX; contracted capacity plus expansion options; builds on Melbourne GB300 NVL72; SEA MW/GPU/$ undisclosed in Firmus primary.
  • Bitdeer A201 >70% offtake – Johor 21.7 MW; >$1.7B expected revenue over 5 years; ~$2.9B backlog; GB300 plus Vera Rubin-ready; >100 GB300 racks; energize Q1 2027; up to 350 MW by Q1 2028.
  • Hyundai Engineering Gunsan 60 MW – ~KRW 870B (~$625M); SGC Phase 1 of 300 MW cluster; Vera Rubin; groundbreaking eyed October; priority negotiating rights for planned 240 MW follow-on.
  • Amazon Sepang land – Sunsuria conditional RM316.84M cash sale; 183,973 sq m to Amazon Data Services Malaysia; close eyed Q2 2027 subject approvals — land bank, not commissioned MW.
  • Cerebras x General Compute – multi-year wafer-scale inference; capacity opens Q1 2027; agentic coding first; first draw against $400M Upper90 facility.

The Big Story

Yesterday the capital stack was the product. Today the product is leased AI-factory capacity where power and land still clear. On September 29, Firmus and Meta announced strategic agreements for GPU compute at Firmus AI factories in Southeast Asia on NVIDIA’s full-stack DSX platform — contracted capacity plus expansion options for Meta research, model development, and training. Meta already runs NVIDIA GB300 NVL72 at Firmus’ Melbourne factory, which Firmus calls the largest Blackwell Ultra deployment in the Southern Hemisphere. The Firmus primary does not disclose Southeast Asia megawatts, GPU counts, or contract dollars — keep secondary Batam figures as color, not Brief math. The same day Bitdeer said it has off-take commitments on more than 70 percent of its 21.7 megawatt A201 site in Johor Bahru — more than $1.7 billion of expected five-year revenue, a roughly $2.9 billion backlog, liquid-cooled GB300 with Vera Rubin-ready rack space, and energization eyed in the first quarter of 2027. Amazon’s conditional RM316.84 million Sepang purchase from Sunsuria is a land bank pending approvals, not a live campus. The overnight signal is offtake: who pays for tokens before the racks hit the floor.

AI

Capacity leased and silicon diversified — not another hyperscaler capex print. Meta’s Firmus expansion keeps NVIDIA DSX and GB300 at the center of Asia-Pacific neocloud builds, while Bitdeer stocks more than 100 GB300 NVL72 racks ahead of A201 energization and designs part of the floor for Vera Rubin. Alternative accelerators are finding a financeable channel: General Compute’s multi-year Cerebras agreement opens wafer-scale inference in the first quarter of 2027, with agentic coding as the first workload and the first draw against a $400 million Upper90 debt facility. SoftBank’s framed October 1 $10 billion OpenAI follow-on remains the near-term model-company capital event if it funds on schedule; SoftBank’s roughly $11.1 billion notes carried an expected September 29 issue date, and at morning cutoff no company settlement confirmation was located.

Money

Credit is clearing against contracted megawatts and alternative silicon. Bitdeer says it will fund A201-class build-out through customer prepayments, operating cash flow, and financing secured against contracted cash flows — offtake as collateral. General Compute’s Cerebras racks sit on the same logic: lenders finance the accelerators; the neocloud sells inference under one SLA. Hyundai Engineering’s roughly 870 billion won ($625 million) Gunsan award is EPC cash into a Vera Rubin-ready shell for SGC’s first 60 megawatts of a planned 300 megawatt cluster. Amazon’s RM316.84 million Sepang deal is still conditional. Continuity Watching: SoftBank’s expected September 29 print toward the October 1 OpenAI tranche, and Solaris’s $1.25 billion of 7.000 percent notes still eyed to close October 1.

Energy & Power

Power remains the permission slip — now co-located with the factory. Crusoe said September 28 it is the developer of Google’s Armstrong County campus outside Amarillo, tied directly to Serena’s operational Goodnight 1 wind farm at 265.5 megawatts and Goodnight 2 under construction at the same nameplate. Surplus wind can return to the grid when generation exceeds campus demand; cooling is closed-loop and non-evaporative. Ground broke in June 2025 with more than 5,500 skilled laborers on site daily. In Korea, Hyundai’s Gunsan award leads with power and cooling MEP because Vera Rubin density makes the electrical room the critical path. Continuity: Fortum-Google Loviisa and Samsung Helix (NVIDIA plus Vistra) still frame chips-plus-megawatts as one product.

Government Power

“Pay your own way” hits a Senate cloture clock today. The Democratic caucus schedule for September 30 puts cloture on the motion to proceed to H.R. 9340, the Ratepayer Protection Act, in the morning sequence after roughly 11:30 a.m. Eastern. The House passed it roughly 417-3; it directs state commissions to consider standards so large users, including data centers, account for incremental generation and transmission costs. Senator Martin Heinrich blocked unanimous consent, arguing “consider” is not “require,” and is pushing competing GRID Savings Act framing. At morning Central research cutoff the cloture outcome was not yet confirmed — scheduled politics, not enacted law. Continuity: the EU’s September 21 Delegated Regulation for a common Union A-to-G data-centre sustainability label (at least 500 kilowatts IT; first labels eyed August 15, 2027) remains in scrutiny, with a minimum-performance consultation open through December 14; PJM’s Large Computational Load ride-through still targets a November FERC filing.

Startup and Small Business Signal

Small teams win when they sell around the queue or the GPU monoculture. General Compute’s Cerebras channel shows lenders will finance alternative inference silicon without forcing customers to own wafers. Bitdeer pre-sells Johor megawatts against a claimed pipeline above $10 billion — company color, not contracted backlog. Rune’s $40 million Spark-led Series A still funds modular RELIC enclosures at operating solar for teams that cannot wait on interconnection.

AMP Bottom Line

Meta just locked Firmus capacity across Southeast Asia on NVIDIA DSX while Bitdeer pre-sold more than 70 percent of a 21.7 megawatt Johor floor into more than $1.7 billion of expected five-year revenue — offtake as the product, not only owned campuses. Hyundai Engineering is pouring a Vera Rubin shell in Gunsan, Amazon is conditionally banking Sepang dirt, Crusoe is tying Google’s Armstrong County load to West Texas wind, and General Compute is drawing a $400 million facility to put Cerebras wafers in front of coding agents by early 2027. SoftBank’s OpenAI tranche and Solaris’s notes still point at October 1, and Washington tees a ratepayer cloture that is politics first. The AI factory is priced on who has contracted megawatts, who can finance non-GPU silicon, and who still owns the interconnection clock.
